doc: update package installation in version 5.4

This commit updates the package installation
instructions in version 5.4.
- It updates the variables to include "5.4"
  as the version name.
- It adds the information for the newly supported
  Rocky/RHEL 9 - a new EPEL download link is required.

Closes scylladb/scylladb#15963
