The view_builder service is needed by repair service, but is started after it. It's OK in a sense that repair service holds a sharded reference on it and checks whether local_is_initialized() before using it, which is not nice. Fortunately, starting sharded view buidler can be done early enough, because most of its dependencies would be already started by that time. Two exceptions are -- view_update_generator and system_distributed_keyspace. Both can be moved up too with the same justification. Signed-off-by: Pavel Emelyanov <xemul@scylladb.com>

If you can use an existing folder, consider adding your test to it. New folders should be used for new large categories/subsystems, or when the test environment is significantly different from some existing suite, e.g. you plan to start scylladb with different configuration, and you intend to add many tests and would like them to reuse an existing Scylla cluster (clusters can be reused for tests within the same folder).
To add a new folder, create a new directory, and then
copy & edit its suite.ini.
