Schema related files are moved there. This excludes schema files that
also interact with mutations, because the mutation module depends on
the schema. Those files will have to go into a separate module.

Instead of lengthy blurbs, switch to single-line, machine-readable
standardized (https://spdx.dev) license identifiers. The Linux kernel
switched long ago, so there is strong precedent.
Three cases are handled: AGPL-only, Apache-only, and dual licensed.
For the latter case, I chose (AGPL-3.0-or-later and Apache-2.0),
reasoning that our changes are extensive enough to apply our license.
The changes we applied mechanically with a script, except to
licenses/README.md.

If x is of type std::strong_ordering, then "x <=> 0" is equivalent to
x. These no-ops were inserted during #1449 fixes, but are now unnecessary.
They have potential for harm, since they can hide an accidental of the
type of x to an arithmetic type, so remove them.
Ref #1449.
Seastar recently lost support for the experimental Concepts Technical
Specification (TS) and gained support for C++20 concepts. Re-enable
concepts in Scylla by updating our use of concepts to the C++20
standard.
This change:
- peels off uses of the GCC6_CONCEPT macro
- removes inclusions of <seastar/gcc6-concepts.hh>
- replaces function-style concepts (no longer supported) with
equation-style concepts
- semicolons added and removed as needed
- deprecated std::is_pod replaced by recommended replacement
- updates return type constraints to use concepts instead of
type names (either std::same_as or std::convertible_to, with
std::same_as chosen when possible)
No attempt is made to improve the concepts; this is a specification
update only.

The header sits in many other headers, but there's a handy
schema_fwd.hh that's tiny and contains needed declarations
for other headers. So replace shema.hh with schema_fwd.hh
in most of the headers (and remove completely from some).

Replace stdx::optional and stdx::string_view with the C++ std
counterparts.
Some instances of boost::variant were also replaced with std::variant,
namely those that called seastar::visit.
Scylla now requires GCC 8 to compile.

The presence of a plain reference prohibits the bound_view class from
being copyable. The trick employed to work around that was to use
'placement new' for copy-assigning bound_view objects, but this approach
is ill-formed and causes undefined behaviour for classes that have const
and/or reference members.
The solution is to use a std::reference_wrapper instead.

bound_kind::clustering, bound_kind::excl_end_incl_start and
bound_kind::incl_end_excl_start are used during SSTables 3.0 writing.
bound_kind::static_clustering is not used yet but added for completeness
and parity with the Origin.

This will allow expressing lack of information about certain ranges of
rows (including the static row), which will be used in cache to
determine if information in cache is complete or not.
Continuity is represented internally using flags on row entries. The
key range between two consecutive entries is continuous iff
rows_entry::continuous() is true for the later entry. The range
starting after the last entry is assumed to be continuous. The range
corresponding to the key of the entry is continuous iff
rows_entry::dummy() is false.

We introduce the bound_view::to_range_bound() function, which builds a
wrapping_range or nonwrapping_range bound from a bound_view.
