Joe Savona 8efe0fc7ab [compiler] Rename mismatched variable names after type changes

Rename `state: Environment` to `env: Environment` in
ValidateMemoizedEffectDependencies visitor methods, and
`errorState: Environment` to `env: Environment` in
ValidatePreservedManualMemoization's validateInferredDep.
