This is especially important when DevTools are not in focus, and it's harder to see. Test plan: 1. `yarn build:chrome:local` 2. Inspect components 3. BIKI DAS	53ac219378	Devtools:-Removed unused CSS (#27032 ) I tried to check out for the CSS bundle using the [eslint-plugin-css-modules](https://www.npmjs.com/package/eslint-plugin-css-modules), and ran it locally , seems like There are lot of unused styles and classes present . [DevTools] Make Toggle hover state more visible (#32914 )

This change adds a background color to Toggles to make them easier to

Devtools:-Removed unused CSS (#27032 )

I tried to check out for the CSS bundle using the
[eslint-plugin-css-modules](https://www.npmjs.com/package/eslint-plugin-css-modules),
and ran it locally , seems like There are lot of unused styles and
classes present .
