David Zhao 1eb56d4243 Improve usability of room configuration (#864)
* Improve usability of room configuration

- allowing setting configuration parameters directly
- removes dispatch wrapper to simplify agents specification

* generated protobuf

* changeset

* rename to roomConfig to avoid confusion

* fix test

* export agent dispatch protobufs
